In October 1999, the State of Wisconsin enacted
land use legislation mandating that every municipality in the state
develop a comprehensive land use plan. Smart
Growth for Wisconsin ensures that by 2010, cities, villages,
counties and towns will be guided by a comprehensive plan as defined
by state statute. Each comprehensive plan must include nine elements:

In addition, communities are encouraged to develop
their plans cooperatively, considering how their own land use decisions
might impact neighboring towns or villages, and how they might share
approaches and resources across political lines.
Land trusts around the state are working with
their local communities to develop and implement comprehensive plans
that adequately protect significant natural resources, open space,
recreational opportunities and productive farmland.
