Tax Payers Amendment (TPA/TABOR II)
As proposed, the TP Amendment is a constitutional
amendment that would tie annual increases in spending by most Wisconsin
governmental bodies to the consumer price index. Similar programs
in other states have resulted in major funding reductions
to environmental protections.
Due to its anticipated impact on Wisconsin’s
natural resources, we are very concerned about the probable decrease
the TP Amendment would mean for funding for park acquisition and
maintenance, water quality and other natural resource values.
Background
Under the TP Amendment, local government's revenue growth
would be limited to the average of the consumer price index for
the last three years, not to exceed the percentage increase in state
personal income, plus the percentage increase in population.
The TP Amendment does not distinguish between
the capital and operating budgets. It would directly pit local government’s
long-term infrastructure needs against ongoing operational needs.
It would virtually guarantee that any significant capital project
(i.e. parks) would have to go to referendum.
