Federal Tax Incentives
Despite support from majorities of both parties, a powerful, expanded federal tax incentive for conservation easement donations expired at the end of 2009. There ARE still income tax benefits for donating conservation easements or land, but those have reverted to 2007 rules.

Farm and Ranch Land Protection Program
In May 2008, Congress enacted a new 5-year Farm Bill which provides a total of $733 million over 5 years for the Farm and Ranch Lands Protection Program. Since that passage, FRPP and other conservation programs have been in a rule-making process. The final rule governing FRPP and other programs is now out for public comment. Landowner Incentive Program
Funding for the Landowner Incentive Program was
completely cut in the 2008 Interior Appropriations Bill, which passed
in December 2007.
The Landowner Incentive Program was a federally
funded grant program that helps private landowners to manage and
restore habitat for at-risk species on their land. In Wisconsin,
40 projects in 16 counties have helped manage or restore 1,500 acres
of privately owned habitat.
