Gathering Waters Conservancy invites appraisers
and assessors to join
us on March 12 for Valuing Conservation Easement,
a continuing education training. This seminar will
introduce participants to conservation easement valuation. In addition,
this course will cover problems that arise from valuing conservation
easements under different scenarios and the controversies inherent
in appraising easements.
This one-day course is based on the five-day Valuation
of Conservation Easements certificate program developed
by the Appraisal Institute, American Society of Appraisers, and
American Society of Farm Managers and Rural Appraisers and the
Land Trust Alliance.
The valuation of conservation easements has come
under increasing scrutiny in recent years. The Internal Revenue
Service has an obvious concern over its impact on tax receipts
and Congress has focused on perceived abuses in the tax treatment
of gifts of conservation easements. Conservation Easements are
among the most controversial and scrutinized topics in valuation
today.
The need for informed, experienced appraisers
has never been greater.
Increasing numbers of landowners, land
trusts, municipalities and agencies are using conservation easements
in estate planning, resource protection and land use planning.
The demand, stakes and the standards for conservation
easement appraisals are high.
Instructor Frank
E. Harrison, MAI, SRA is
co-author of the certificate course, Valuation
of Conservation Easements. President of Harrison & Associates,
Inc., he has 38 years of appraisal experience and has long focused
on special use properties. In his conservation easement appraisal
practice, his clients include conservation districts, forest preserve
districts and the IL Department of Natural Resources.
