The dedicated efforts of Senators Mark Miller and Rob Cowles played a crucial role in passing the Great Lakes Compact, one of the most significant pieces of conservation legislation that the Wisconsin legislature has ever approved. Through an arduous and often contentious debate, Senator Miller and Senator Cowles worked in a bipartisan manner to bring environmentalists, industries, local municipalities and land trusts to the table. At the end of the session, their efforts were evident with the passage of the Great Lakes Compact by a 129-2 margin in the two houses of the legislature.
